資(zi)產(chan)招租(zu)(zu)預招標信息公(gong)告是(shi)海恒集團(tuan)紀(ji)委在推(tui)動解決國有資(zi)產(chan)出(chu)(chu)租(zu)(zu)出(chu)(chu)售(shou)遺留問(wen)題、推(tui)動監(jian)督(du)與中心業務深(shen)度(du)融合方面(mian)提(ti)出(chu)(chu)的(de)一(yi)項全新舉措和具體(ti)實踐。年初,面(mian)對(dui)各平臺公(gong)司普(pu)遍出(chu)(chu)現(xian)的(de)租(zu)(zu)金(jin)拖欠難收繳、違約金(jin)難執行、履約保證(zheng)金(jin)預收難等國有資(zi)產(chan)出(chu)(chu)租(zu)(zu)、出(chu)(chu)售(shou)問(wen)題,海恒集團(tuan)紀(ji)委主(zhu)動融入,一(yi)邊召開(kai)協調會迎難調度(du),督(du)促收回租(zu)(zu)金(jin),強化監(jian)管(guan)措施,推(tui)動問(wen)題解決;同時一(yi)邊積極探(tan)索建立(li)長效機(ji)制,從制度(du)機(ji)制上完善和規避(bi)問(wen)題的(de)產(chan)生。
海恒集團(tuan)(tuan)經營(ying)性(xing)資產(chan)150余萬平(ping)方米(mi),合(he)作商(shang)戶(hu)約(yue)800余戶(hu),經營(ying)業態涵蓋商(shang)業綜合(he)體、辦(ban)公(gong)(gong)(gong)(gong)樓、廠(chang)房、小區(qu)商(shang)鋪(pu)、公(gong)(gong)(gong)(gong)寓住宅等項目(mu),每年通過公(gong)(gong)(gong)(gong)共資源交易(yi)網(wang)站掛網(wang)招租約(yue)20萬平(ping)方米(mi)。公(gong)(gong)(gong)(gong)開掛網(wang)招租的公(gong)(gong)(gong)(gong)示(shi)期限通常是20天,前置(zhi)(zhi)內部評估、價格公(gong)(gong)(gong)(gong)示(shi)、內部決策、公(gong)(gong)(gong)(gong)告編制、產(chan)權交易(yi)中心(xin)審核、公(gong)(gong)(gong)(gong)共資源交易(yi)中心(xin)審核等流程需要近(jin)3個月(yue)時(shi)間(jian),海恒集團(tuan)(tuan)紀委結合(he)資產(chan)運營(ying)實際情(qing)況,同時(shi)借鑒蘇州(zhou)等先(xian)發地區(qu)國(guo)有(you)資產(chan)運營(ying)經驗,利用前置(zhi)(zhi)審批時(shi)限客(ke)觀情(qing)況,同步(bu)推出(chu)預(yu)招標(biao)信(xin)息公(gong)(gong)(gong)(gong)告措施,比正式(shi)掛網(wang)招標(biao)時(shi)間(jian)提前近(jin)3個月(yue),讓社會各界更多的了解海恒集團(tuan)(tuan)國(guo)有(you)資產(chan)招租經營(ying)活(huo)動信(xin)息。
